Bargaining Update: May 24, 2013

As our bargaining team builds momentum at the negotiating table, members up and down the state are taking action in the workplace in support of a fair contract and an across-the-board wage increase.

"Our progress at the table is a direct result of our members standing up and projecting power that demonstrates our 95,000 members are "all in" to protect and improve our wages, benefits and working conditions," said Margarita Maldonado, Local 1000 vice president for bargaining.

"Our June 5 rally on the west steps of the State Capitol will demonstrate to legislators and the public that we are committed to California and ready to fight," Maldonado said.

Bargaining Update: May 23, 2013


As our bargaining team prepares to work through the Memorial Day weekend, it is clearer than ever that the most important thing members can do to win a better contract is to project power at our June 5 rally at the Capitol.

Most of our bargaining team spent the afternoon visiting worksites in the Sacramento area to encourage members to attend our June 5 "I'm All In" rally on the west steps of the state Capitol.  Our bargaining team is making it a priority to go out to talk to members so they know how important it is to attend. If you haven't already signed up, we need you to make it a priority to be at the June 5 "I'm All In" rally. 


In a short day of bargaining, Local 1000 and the state focused on continuing hard-won rights and protections from previous contracts. 

  • Local 1000 provided the state with a list of provisions from previous contracts that we are asking the state to continue unchanged.
  • The state said that their team was working on responses to several Local 1000 proposals.
  • We resume Master Table bargaining tomorrow.
  • Local 1000 and the state are scheduled to work through the Memorial Day weekend.

Bargaining team on the road again

As state reviews proposals, members organize for a secure contract

Local 1000's elected bargaining team has taken a short hiatus from negotiations and is hitting the road to hold a series of meetings with members to build worksite support through a strengthened activist network.

Through May 11, our team is holding a series of six town hall events and more than 120 worksite meetings to brief members on bargaining, engage activists and build power through Contract Action Teams (CAT). The goal is to have an active CAT in every workplace so stewards can rapidly disseminate bargaining news and then members can swing into action to show support for a better contract.

Bargaining updates brought to the worksite!

Between April 29 and May 10, more than 100 Bargaining Update Meetings are scheduled at worksites all over California to inform members about our bargaining progress. Our bargaining team members are working hard to build upon our previously hard-fought contract wins by strengthening employee rights and benefits, providing additional compensation and improving our medical coverage.

At these meetings, you will receive information regarding what we have presented to the state, any resulting developments, and you will have the opportunity to ask questions. You'll also have an opportunity to become part of a Contract Action Team (CAT) to deliver news about bargaining and contract actions to your coworkers. Our contract starts and ends with you! Be sure you're there every step of the way!

Local 1000 signs first tentative agreement impacting all employees

Local 1000's bargaining team signed the first tentative agreement of our new contract at the master table today, one that provides a huge advance in our fight against outsourcing.

The agreement makes permanent the Budget Solutions Task Force that was established by the June 2012 Side Letter Agreement. The ongoing work of the task force is to achieve real savings by reviewing and analyzing private vendor contracts. It also reduces the use of outsourced work that can be done more efficiently and at less expense by state employees.

Our bargaining team presented a new proposal today that would limit the state's ability to use retired annuitants and student assistants - another provision of the side letter agreement to be made a permanent article in our contract.

Today's negotiations also included further discussion of our proposal to improve the business and travel expense article. Local 1000 members provided expert testimony about out-of-date and insufficient reimbursement and per diem rates.

Local 1000 returns to the bargaining table tomorrow and again on Friday.

Unit 1 Bargaining Update - Friday, April 19

The Unit 1 bargaining team returned to the table today - for the second time this week - to focus on issues of importance to the Professional, Administrative, Financial and Staff Service workers represented by Local 1000. 

Unit 1 presented five proposals to state representatives today:

  • New language related to cross training of Employment Program Representatives and Disability Insurance Program Representative classifications and voluntary transfers between those classifications.
  • Changes in the EDD Determinations Scheduling Standard that would modify the number of interviews and determinations required of employment program representatives.
  •  Adding a $100 pay differential for call center employees.
  • Increase in the out-of-state pay differential to $500 per month.
  • Reducing the ratio of permanent intermittent employees allowed at EDD from 35% to 20%.

Bargaining Update for the week of April 15 - 19

Today, Local 1000 concluded a week of bargaining at unit tables. 

All nine of Local 1000's bargaining units met with representatives of the state over the last five days, presenting more than 50 unit-specific proposals.

Our bargaining teams also discussed the impact and importance of our key master table proposals - presented April 10-13 - and how they would specifically impact employees in each unit. The state's bargaining team is composed of different members at different tables, and this effort is designed to communicate to the state as broadly as possible our members' key priorities.

Unit 21 Bargaining Update - Friday, April 19

The Unit 21 bargaining team returned to the table today - for the second time this week - to focus on issues of importance to the Educational Consultants and Librarians represented by Local 1000. 

Unit 21 presented five proposals to state representatives:

  • Formation of a Joint Labor Management Committee (JLMC) on disabilities.
  • Formation of a JLMC on professional assessment and a change of culture.
  • Continuation of a JLMC on community colleges.
  • Continuation of a JLMC for archivists.
  • Continuation of a JLMC for bus driver trainers.

Our bargaining team also discussed the impact and importance of our master table proposals and how they would specifically impact Unit 21 employees: anti-bullying measures, changes in the business and travel article, and bilingual pay. The state's bargaining team is composed of different members at different tables, and this effort is designed to communicate to the state as broadly as possible our members' key priorities.

Unit 17 Bargaining Update - Friday, April 19

The Unit 17 bargaining team returned to the table today - for the second time this week - to focus on issues of importance to the Registered Nurses represented by Local 1000. 

Our team continued to press on proposals that improve working conditions for our members.

Unit 17 presented the following proposals to state representatives:

  • Language that strengthens travel time compensation for Nurse Practitioners.
  • Language that would limit mandates on Regular Days Off.
  • Creation of pilot programs in each department to expand the availability of an alternate workweek schedule.
  • Language to create a process when departments change schedules of multiple employees. This process would consider employee preference and seniority.

Unit 4 Bargaining Update - Friday, April 19

The Unit 4 bargaining team returned to the table today - for the second time this week - to focus on issues of importance to the Office and Allied Workers represented by Local 1000. 

Unit 4's team continued its work on a proposal submitted on Monday that would form a Joint Labor Management Committee to launch a reclassification effort for the Unit 4 Dispatcher Clerk job classification.

Unit 3 Bargaining Update - Friday, April 19

The Unit 3 bargaining team returned to the table today - for the second time this week - to focus on issues of importance to the Professional Educators and Librarians represented by Local 1000. 

Unit 3 presented three proposals to the state today, all related to pay issues. Here is what we proposed: 

  • A salary schedule for correctional librarians that would recognize those classifications for their education, professional development and years of service.
  • For correctional educators, a single salary schedule that would apply to all correctional facilities, giving many of them a pay increase.
  • For teachers at DDS, DSH and DOR, a salary schedule that would recognize them for their education, professional development and years of service

Bargaining Survey, March 2013

The fight for a fair contract begins and ends with members.

Local 1000 hosted more than 200 meetings that enabled members to interact with representatives of their member-elected bargaining team and provide their input. Members were invited to complete comprehensive surveys that our bargaining team used to shape major bargaining themes and then, develop specific proposals.

Bargaining Update - Wednesday, April 10

Following nearly two years of preparation, the Local 1000 bargaining team met with the state for the first time Wednesday, starting negotiations for a contract that will protect our previously hard-earned rights while improving our wages, benefits and working conditions.
 
"We had an exciting first day at the bargaining table," said Margarita Maldonado, Local 1000 vice president for bargaining. "We are off to a great start, and our bargaining team is feeling the support of the thousands of members who 'purpled up' and wore their 'I'm All In' stickers at work.

Final preparations for contract negotiations

Proposals being finalized; bargaining begins April 10

Local 1000's bargaining team - more than 200 member-elected representatives - worked through the weekend to review the results of bargaining surveys and develop conceptual proposals that will drive our upcoming contract negotiations with the state, which are slated to begin April 10.

"Our work this weekend culminates nearly two years of preparation to achieve a fair contract," said Local 1000 President Yvonne R. Walker. "We've trained our bargaining representatives extensively and worked to build an army of members to stand up in support of their efforts."
