Munger Siblings Spend $54 Million to Sway California Vote (Bloomberg)

molly_munger_web_bloomberg.jpgSiblings Molly Munger and Charles Munger Jr., whose father is vice chairman of Berkshire Hathaway Inc. (BRK/A), have poured $54.4 million into California ballot measures, stoking a battle with Governor Jerry Brown and powerful labor unions.

Molly Munger, whose plan to raise taxes to help schools is competing with the governor's budget-balancing tax proposal, has spent $31 million, according to MapLight, a nonpartisan research organization. Her brother has given almost $23 million to oppose Brown's proposal and pass one barring unions and corporations from using payroll-deducted funds for politics.

California ended the last fiscal year on a high note, raking in 5.6% more tax revenue than expected in June (Los Angeles Times)

State capitolIncome taxes were responsible for most of the boost, coming in at 8.4% above projections.

The details were released in a report from Gov. Jerry Brown's Department of Finance, and they show that revenue is outpacing revised estimates made in May and codified in the budget signed last month.

But that doesn't mean the last several months weren't financially difficult for California. When revenue is compared with expectations set when the 2011-12 budget was approved, taxes fell short by 4.8%, or $4.2 billion.

A dismal April, the most important month for income-tax collections, was responsible for a large chunk of that gap. That helped increase this year's budget deficit from $9.2 billion to an estimated $15.7 billion.

Brown says the budget he signed last month will cover that shortfall, but only if voters approve more than $8 billion in tax increases in November.

Viewpoint: How Obama Should Play Offense on Taxes

The president has a position on taxes that is sensible, fair, and popular--but it will only help him if he takes the battle to the Republicans.

Barack Obama surely does not think the Republican House is going to agree with him suddenly and pass an extension of the Bush tax cuts on dollars earned (not people, dollars earned; see my explanation of why) below $250,000 a year. But he's right to keep this issue front and center. I hope that this is the first salvo in what will be an ongoing attempt to focus Americans on the tax choices they face, and to educate people a little bit about how taxes are actually paid in this country. It's a debate he can win hands down, and one that will only tilt the polls even more in his direction and make Mitt Romney look more plutocratic than he already does. But he needs both more facts and more fire.

Obama to call for extension of middle-class tax cuts (Los Angeles Times)

WASHINGTON -- President Obama today plans to begin pushing for an extension of tax cuts for the middle class, a message he and his surrogates are scheduled to push in events across the country.
 
Income tax cuts initially passed under President George W. Bush are set to expire at the end of the year. Obama favors extending the cuts for one more year for those earning less than $250,000 annually. Republicans favor extending all the cuts.

Budget reality forces tough decisions

Once again, California is faced with tough times. Because tax revenues are not as high as expected, the state is experiencing a $16 billion budget shortfall.

The May budget revise contains many painful cuts, not only to state workers, but to Californians in general.

Gov. Brown has reached out and asked SEIU Local 1000 and other unions for help in developing ideas and ways to address this problem. Gov. Brown is working to achieve a specific dollar amount in savings as it relates to state employees.

As a result, SEIU Local 1000 presented a series of possible solutions to the governor. These included eliminating retired annuitants from the state payroll, reducing outsourcing by cutting private vendor contracts, and, if necessary, implementing a four-day, 40-hour work week.

Jerry Brown mum on term-limit and tobacco-tax measures (The Sacrameneto Bee)

Jerry_Brown_tobacco_tax.jpgLess than a month before California voters decide on tobacco-tax and term-limits initiatives, Gov. Jerry Brown remains unlikely to take a public position on either one.

The Democratic governor, who submitted signatures this morning for his November ballot measure to raise taxes, declined to discuss the ballot measures on the June 5 ballot.

"Focus, focus," he said, telling reporters he is "sticking to the measure that we're filing signatures for today."

California's Biggest Delinquent Taxpayers Owe Over $232 Million

The California Tax Franchise Board today released a list of the state's 500 biggest delinquent taxpayers who together owe almost $233 million in unpaid state income taxes. On the list are Hollywood celebrities including model and actress Pamela Anderson and director of "The Notebook," Nick Cassavetes.

Gov. Brown reaches California tax deal with group (Associated Press)

LONG BEACH, Calif.--Gov. Jerry Brown said Wednesday that he has reached a deal with a rival group to combine forces on a November ballot initiative to raise sales and income taxes, a move that will allow Democratic-leaning interests to align behind a single, high-stakes budget proposition.

The governor told The Associated Press he is happy with the agreement he reached with advocates of increasing income taxes on people who make more than $1 million a year. Brown had been promoting a separate plan to raise the state sales tax and raise income taxes on people who earn more than $250,000.

He said working together provides a greater chance of success in November.
"It's the tax program that balances the budget, and that's the key," he told the AP after a news conference at a Boeing Co. facility in Long Beach. "Joining the forces creates a higher probability of victory, and that's good for school kids, it's good for public safety."

Do you look forward to Tax Day? Corporations do.

Those having the hardest time getting by are also those that are the hardest hit.

In a recent report, the Center on Budget and Policy Priorities compared how large a share of all federal tax revenues came from corporate taxes in the most recent decade to the share they paid in the 1950's. Corporate efforts to avoid taxes have proved to be successful at the expense of the rest of the nation. In the most recent decade, the corporate tax rate average was 11 percent; in the 1950's it was 30 percent. And to top it off, almost two-thirds of corporations paid no taxes at all (between 1998 and 2005), according to the federal General Accounting Office.
